Such spend plan submitted by DOI for Wild Horse and Burro Management shall include: the existing and anticipated obligations of such amounts by spending category (e.g., salaries and expenses, training and technical assistance, cooperative agreements, grant funding, etc.) a detailed description of how such spending plan aligns with Appropriate Management Levels (AMLs) in accordance with the Wild and Free-Roaming Horses and Burros Act of 1971 (P.L. 92-195); and a detailed discussion of how increased flexibility in the transfer of these animals would change the trajectory of on-range horse and burro populations. Any revisions or additions to such spend plan shall be proposed to OMB in writing no later than five business days before the anticipated obligation of funds based on such revisions or additions.
